I need lots of help please I have just bought an old speedster

Hi Guys,
I hope you can all help me as I will certainly need it,
I won a speedster on ebay and had the bloke deliver it, it looked ok in the pictures and had apparantly had the engines re built a year ago, one engine is supposed to run and the other isn't, and after a bit of a peek in the lid I can see why! the engines are filthy and I'm sure they have been under water, the engine bay is all brown and oily I have 2 rotax 717's in there and they both turn, the bloke said he de winterised them and found one wouldn't start, the spark plugs look old and he said in the ad they are new! 4 of the bolts are mssing from the air filter holder, it's a bit of a mess, I really don't know where to start if i'm honest, apparantly the engine fires but then cuts out, would this be more electrical or fuel?
I have a couple of main questions,, how do I know what year the boat is? there are 2 fuel taps in the cockpit, which side of the knob that you turn should be facing the picture (e.g fuel on)
and also my mate took the ht leads off and now we have no idea which lead goes where! can anyone advise me please,

O.K., I'll start with the easy question, the last two digits of the HIN, is the year model, I'm guessing yours is a 96.

Are the HT leads the spark plug cables? If so both plugs fire at the same time so it doesn't make any difference which wire goes on which spark plug.

As far as trouble shooting lets start with the basics, we will need compression readings, remove both spark plugs, ground the leads, check the compression on a cold motor, and throttle open, ideally the compression should be around 150psi, below 130 is a cause for concern.

Also pictures would help.

Ok start with the basics. Check compression in each motor and report back.

Put a hose down the fuel filler neck and siphon into a bucket. Empty the tank and note if any water is present.

Check your electrical connections to the battery and into the electrical box- clean them up as needed.

Make sure the batteries are good and charged.

Try to flush the fuel lines of old fuel and get fresh fuel in it. Prime the lines and then see what you get.

Hi where is the hn number?
I have just got the port engine started so that one does run so surely the fuel must be ok,
I can't get the other one to even cough!!
I tried swapping the leads over from the side of the ecu on the working engine in case there was no spark but I don't know if that would work? it didn't anyway! made no difference,
I don't have a compression tester but the non runner is easier to turn over manually than the runner, yet the runner turns over much faster on the starter! very strange!
both turn over on the starters but I don't know if the non runner is sparking is there an easy way to test for spark??
where should the fuel taps in cockpit be?
so obviously being easier to turn it means it's low on compression, can this be anything other than a worn ring or knackered engine?
