How hard is it to get a new title for a PWC in TN

My 1990 Sea Doo SP was given to me by a friend who doesn't have a title for it. He says he can get a bill of sale. What kind of hoops do I have to jump through?

Actually TN is a no title state, all you need is a registration. So it's very easy, at least compared to other states, contact your county clerk, DMV, or whoever does boat registrations.
