Wow! I have never heard of having a needle that is seated and left that way.
So, the 1/4 turn of available adjustment is only rich...
I guess it is best to leave it at zero.
What about the low speed? I have seen suggestions to set it at 1 out, and another line of reasoning saying to set it at 1.75 out. Even though the book calls for 1.
Any ideas/suggestions on that?
I was running it right at 1 out before I rebuilt them.
The high speed adjustment screw is actually a "bypass" screw. The fuel porting for the high speed jet is fed directly into the venturi from the fuel chamber. The high speed adjustment screw can be opened off "0" to add additional fuel if necessary. You'll not normally need to mess with it if the jets are clean.
