Hesitates for a second, then bam!

Background:

1996 GTX with the Rave motor.

Hesitates for the first second, like as if the battery was dead, then BAM, fires right up.

Brand new Battery. (tested, fires up every other jetski we have)
Brand new Ground Cable. (original was broken/frayed)
New standard bore ring set in rear cylinder. (maybe motors just tight now?)
Doesnt always beep twice when plugging in lanyard.
Shows 12v Low almost always on initial startup.
All connections inside little black box next to battery are fine and dry.
Haven't tried starting it under a load yet (in water).

SUGGESTIONS??

Hey Chris. I would start with the reg/rectifier. Try this
– Start engine.
– Connect a multimeter to battery posts. Set multimeter
to Vdc scale.
– Bring engine to approximately 5500 RPM.
If multimeter reads over 15 volts, regulator is defective.
Replace it.

Thanks, I will try that tomorrow after I buy one (tester).

That would cause it to hesitate for that split second though? Because other then that, it fires right up and revs, idles, perfectly.
