Help my do is doing but not dooing what I want

So got my boat back from mechanic today. It's a 1998 challenger 1800. I had all four carbs rebuilt. I now have two problems.

First:

The port engine only gets to 5k rpm until the boat is on plane. If I play with the control a bit suddenly it jumps up but tops out at 6700 instead of its normal 7k

Second:

Suddenly I have no ability to neutral or reverse. I took a pic of the problem I found. I think the cable snapped can someone please confirm.

The cable could have broken. It takes a "Push" to close the gate... and if the outer support sheath came loose... it will kink, and not push. (happened to me last year)


With the RPM issue... sounds like there could be an air leak, or something is still wrong with the carbs.
 
I just updated my post to include a pic below my shifter and throttles. I believe that's a break. Can that be fixed? It's right at the connection to the shifter arm. The black sheathing is snapped. This happened as I came to dock. When I put it in reverse to slow down and throttled up it shit forward. Good times. Plus a whole fishing tourney worth of guys watching my antics grrrr.
 
Sorry one more thing. So I drove from the ramp to the beach (about 3miles). After fooling around at the beach for about twenty minutes the port engine (one I'm having problems with) just wouldn't start. Sine the anchor was already up I used the starboard engine to maneuver away from the other boats while continuing to try and fire the port engine. I learned it only starts while I'm moving (after its hot). I read on other posts this might be a needle problem. Of appreciate an opinion on this as I think it might explain the air leak problem as described above.

I can't tell from your pic. It's a bad angle and blurry. Regardless... you can't fix the cables. If it's damaged, buy a new one, and replace it.


As far as the engine not running... don't keep driving on it !!! Since the oil is transported into the engine via the fuel... a lean run can melt the engine. SO... pull the carbs, and check them over.
