Ok so i figured out what the problem was with my 02 xp. THe VTS gauge is bad. The problem with that is that the main powder goes to the VtS gause first and jumps to all of the other gauges. So I rerouted the wires to start at the fuel gauge and all of them worked except the VTS gauge. I had gotten water in it and two of the prongs broke off. So before you go and spend money on new gauges or baffels when a repair shop told you they are bad, check the wiring!!!
