crappy part is that the used ones on ebay look like junk and i may be no further ahead. I'll check locally but that's not overly easy either. Do you know what pumps are compatible through the years for a 140mm 650?
Personally I would JB weld it back on, let it cure, then drill and tap a few 10-32 threaded holes in it and bolt the pieces together before I would attempt a weld...but good luck. It truly SUCKS when these things happen...an otherwise "routine" repair goes totally off the track!

I'd do some checking on reassembly. That mount should not have broken. It obviously was not FLAT against the hull. Make a good inspection that everything is flat and even. Best I can describe.
For me... I'd toss that thing and get another one. I'm not sure which one is compatible. I have a pile of pumps over here. I'll take a look.
I am with templet,,,that ear should never break,,,check that the hull transom is flat,,,my guess is that the drive shaft was not in,,,or even,,,the shaft is the wrong one and too long.
