Fuel pump not working/voltage drop

I have a 2007 Challenger 1503 SCIC that left stranded on the water. It's a new boat to me so I don't know much about it. The main issue is the fuel pump doesn't come on with DESS attached. I tested, there is 11.3vdc at the connector for the pump, but the battery voltage is around 12.9vdc. I have 12.9vdc at the fuses, so it seems to drop voltage through the wiring harness. I put the fuel pump directly on a battery and it starts up. I have cleaned up the battery connections and the grounds on the block. It helped but I still have voltage drop. Is the pump just wore out? Or is the voltage drop more of an issue? I also found the wires melted on the stator connector so my battery was prolly not charging. Thank you for your help!
 
Have you traced the fuel pump wire from the fuse box? Mine got melted on a washer connected to the exhaust manifold. Which caused a short blowing the fuel pump fuse. I ended up replacing the fuel pump before I found the short. Might want to try that first. And if you already have melted wires there may be an issue.

Get your battery loaded tested
If it has high internal resistance the stator will be provide max AMPs all the time to try charge battery
 
Well, i cleaned all my ground connections til they were shiny bare metal, it ran out on the lake for one key cycle on the original fuel pump, stopped to swim in a cove and it wouldnt start. Battery voltage was fine, its charging itself etc etc. I spliced and extra ground between the pump and ECM to the block. It runs perfect now, just has a check engine light with no codes. It is a bad idea to run an extra ground like that?
