Fouling plugs

I've got a 97 Challenger 1800 in good shape but my plugs foul often. Upon removal they are oily and wet and running at normal or high speed I can smell the unburned gas. I'm assuming the carbs are running too rich of fuel/oil mixture. Is this correct and if so, is there adjustments on the carbs or do you have to buy replacements.

leaky needles inside the carbs I would look at if the rest of the carbs settings are good.
