Exhaust cooling questions

I think i have a chicken or egg first question here. I bought the boat and discovered it had a busted hose after the expansion chamber before the water box(and the pipe is brown:facepalm:didn't think about that when buying)20160514_105329.jpg, didn't do any studying, said that's weird, got a new one and 1 journey later it busted too. Now being slightly edjucitaed on the water regulator I took a the hose off the fitting that feeds the expansion chamber and hooked it to the hose and fired it up hit the water and not much came out. So inside the WR the plastic piece on the bottom of the rubber boot is melted and deformed. It doesn't overheat, has good pee stream and runs good. So did the burnt pipe melt the WR piece or did the piece melt causing the pipe to burn and the hose to bust?20160514_105400.jpg20160514_105419.jpg
Going to get a new batt so i can check flow with the other motors WR guts in this one
