Engine runs sometimes when im lucky

I have a 1995 twin engine Speedster that i have rebuilt the last few years, ive had it running good for a while but now it refuses to start on port engine. when plugs are out they spark just fine however if i put another set of plugs in the engine they dont produce spark, basically when the engine is loaded down it doesnt create spark. i have replaced the coils, rebuilt the carburetors, rebuilt the top ends now i am thinking its the stator but i dont wanna have to tear into it to replace the stator just yet if i dont have to since it reads 60.8 ohms which the manual says is in spec any ideas?
 
This may be way out there but.... Almost thought about posting about this. I have had 3 NGK BR8ES bad out of the box. I mean brand new produce absolutely no spark. One purchased at AutoZone others from advance.
 
I went out this morning and the boat started right up today and I ran it for 30 seconds off the hose and it was running fine until I started it up again and it started to bog as I gave it gas and I shut it off and it wouldn't start back up again, I have had the other engines spark plugs to play with aswell and they all seem to run great in the other engine and this one sometimes but I will be getting new spark plugs today since its such an easy part to replace

Edit: carbs are surely clean and its getting fuel and compression is at 150psi on both cylinders
