Dies when going too slow

Hi! I have a 2000 GTI Bombardier, I can get it to run and start for the most part but when on the water if I go too slow or sit in neutral it will die, it then takes a few minutes to turn back over. Any ideas on what this could be? Gas and oil are both new and filled

Could be as simple as turning the idle up. Should be 3,000 rpm out of the water which will be 1,500 in the water.
