Dead starter, or seized motor?

I'm looking into getting another GTX(951 this time), which the current owner claims has a dead starter. I was just wondering is there any way to see if the motor is seized? Like some way to turn the crank over without the starter?

pull plugs out, and remove the grey shield from back of motor, then turn that round thing(PTO) counterclockwise, should spin freeley...:cheers:
