Do you have a Seadoo dealer near you? maybe bring the engine with you & see if they would let you use it for a small fee? Just a thought....
Seeing the engine rotates some, you might be able to use the rope trick to get the flywheel off too. Its incredible how tight those things can be. Racers suggestion basically fills the combustion chamber with un compressible rope so the crankshaft will not turn to TDC. Then you can get some leverage on the PTO flywheel to remove it. I had a 720 that was so tight I had to do some really unconventional things to hold the engine in place.
