Broken Exhaust bolts!!

Got home from the lake and when looking over engine bay for excess water I noticed that a exhaust bolt looked loose. Put a allen wrench on it and it spun right off. Looked at the bolt and it appears that it had some attempt for a fix done to it. Noticed that the bolt next to it is broken off as well. It is a used ski I just got about a few months ago. I assume this shouldn't go un fixed. Could I take the remaining bolts out and pry off exhaust and remove the broken bolts after?? Anyone done this recently that could lend some advise??
 
Yes, you need to fix it. you risk ruining the motor if you don't. what engine? what ski? there are a few tricks to fixing properly so it doesn't happen again.
