Boat chokes when it hits 35000 RPM - won’t go fast

Our boat runs fine at slow speed but once we are out in the water and give it gas, it Revs at 35000 RPM and then chokes (doesn’t stall though). Is this water issue? Spark plugs? Fuel filter?
We tried to change the fuel filter but it is in so tight and is really hard to access.

we are brand new to boating and this is really frustrating!

i am thinking you mean 3500....if the boat is in neutral there is a safety rev limiter that will not let the boat go over 3500rpm.
