battery voltage

my battery shows a charge of 11.95 volts and when started, shows a little higher....trying to rule out causes like bad rectifier or magneto but is a 11.95v charge basically a battery that's at 25% charge? would this have any effect on the charging voltage not increasing like it should? Or, no matter what the battery voltage is, once it's started it should jump to around 14. thanks

posted on your other thread, but if you need generating or igniting or both, have those parts brand new in package/box, if interested...

rectifier - magneto.

One of the two are bad. Either your mag or the rectifier.....
