Have you looked at the spark at the tip of the plug? Spark plug wires use a carbon fiber to direct the high voltage electrical charge to the plug. When that carbon gets old, it will build resistance. In some applications, you have to relace the coil because there is no way to replace the wire.
Pull your plugs and lay them across the head to ground them (put a rag or something over the plug hole so you don't blow fuel/oil all over you) and turn the engine over. This is best done at night, when it's easier to see. Look at the spark at the tip of the plugs. If the one in question is a yellowish orange color, then you may be having weak spark from a bad wire or coil. Compare it to the one that seems to be firing well.
If the fire to the plugs is good, then you may have a leaky seal at the rotary chamber on that side of the engine.
P.S....just noticed this is an RFI.......if the fire is good, you could have a sticking injector nozzle too. So, you have a few possibilities of what may cause your situation.
