99 GTI crankcase oil line blocked?

Hello,
just bought a 1999 SeaDoo GTI. I am getting an oil indicator light coming on at 30mph. In going thru the oil system, I found the crankcase oil line blocked off. Had a cap over the port and the hose tie-wrapped on over the cap. Does anyone know why this is? If I uncap it and try to run it, the motor dies out. Please explain.
As far as I can tell, the oil level sensor works fine, dont know why I would get an oil light at 30 mph. pump and injectors are working fine.

We need some pictures.

That line should never be blocked off as it supplies oil to the rotary gear and without oil it will trash the brass gear and crank. This is typically done by people that have no clue and trying to remove the oil injection system. That is really good on the Seadoo and no need to remove.
 
Pictures of this are very hard to get since it is down under the manifold and injector pump. I will see what I can get. Some of what I was reading said guys fill the line with oil and then clamp it or connect it to the vent line on the other side. they change out this oil every few months. Any truth to this method? I understand the need for oil in there though.
