99 GSX limited bogging at 4600rpm. Help plz

Quick story on this thing. Ran great all last summer. Had a storm end of last summer and blew the cover off. Sat on drive on docks for a few weeks. Went to get on it and water was half way up motor. Got it out. Drained water. Flushed oil and gas lines. Ski fired up. Winterized it and put it away. Few weeks ago started getting it ready for the season. Starts and runs ok on trailer. In water it bogs down and won't get above 4600 rpm. I have replaced the tempo lines. Fuel selector. Rebuilt carbs with mikuni kits. High speed screw all the way in. Low speed one and a half out. Noticed a broke spring on rave valves. Replaced the springs and bellows with SBT kit. New plugs. Trimmed and made sure plug boots were good. Read somewhere that the stater could be causing this. Especially since water was half way up the motor.
 
Sorry. Meant to put comp readings in first post. 150&153. No I didn't look at the reeds. Never even thought about it.
 
Maybe my comp gauge is off. Not sure. I did drain out as much gas as I could and re filled with fresh gas.
 
Wait....are the 787 supposed to be 150? Maybe I have the 2 readings confused with the older gtx I had been working on. Because the 135 does sound right. I took the readings about three weeks ago when I first started working on it.

787 = 150psi
951 = 135psi
 
Ok so compression checks. Carbs redone.

New spark plugs?

Is the jet pump in good shape?

Is the bogging constant above 4600 or does it go away higher?

Raves?

Exhaust water injector?

What about water in the e-box?

It's a turd off he start then slowly gets up to and max out at 4620 on the tach. Won't go above that. Reminds me of a car with a clogged cat conv.
I cleaned raves. They were ok but bellows were crap and bellow retaining spring broke on one. Got new bellow kit from SBT and installed.
Have not checked e box in the back or exhaust water injector. How would I check the water inj?
 
Forgot to mention, when I was checking raves the pto rave bellow was deformed and the spring inside the bellow was melted into the plastic that the bellow attaches to
 
did you replace the rave o rings? also check the vacuum tubes from the rave solenoid to rave casings for leaks and check the solenoid itself.
 
One of the rave valves was clogged in the nipple. Got it cleaned out. It is clear from the rave actuator/solonoid but have not checked it. Operates with 12v correct? Should be able to test it with my power probe and actuate it.
 
I didn't see where you checked the reed valves. If you haven't checked them, I would try that.

I have never messed with reed valves. But they should be between the intake and the motor right? Just look for them not sealing or being seated all the way correct? Would bad reeds cause this thing to run like it is and not get above 4600? The darn thing fires right up easily on the first press of the button. At least that's a plus.
 
Just opened the e box. Looks clean and dry inside. All connection are tight. Removed reed valves. They look good. Held them up to the light and can't see any light coming through. Did not see any cracks in them. And thing I should do or check before I put the carbs and exhaust back on?
 
Well, if you have the carbs and pipe off, now would be a great time to replace the oil filter, and the 1/8" oil injection lines if you haven't already done that. Also, if the '99's had the gray Tempo fuel lines, and you still have them them, now is the time to switch the out for black automotive fuel line.

Thanks mike. Already replaced all the lines and filters. But I think I have it figured out. I know a lot have asked about plugs. I did out new ones in. So never thought more about it. For giggles when I was double checking comp I decided to see if the plugs were sparking. One was not! Swapped the two plugs to make sure it was a plug and not a wire issue. Sure enough it was a plug. I was so pi$$ed but glad at the same time. At least I'm getting better and quicker removing the pipe and carbs on a 951. Heading the the lake to test now. Will update later.
 
Why do you keep removing the pipe?

You can remove the carbs without touching the pipe :)

In fact, for my engine replacements, carbs go on last.

Wow. That seems tight. But I guess if you work on as many as you do it could be easier that way. Only takes me about 15 min to remove the big section of the pipe and then I can have plenty of room to work and see what I am doing.

Well the new plug fixed it! Ran awesome today. Started right up every time, was very responsive out the hole and was a blast riding today. Anyone ever had a brand new plug be dead out the box? Also, want to say thanks to everyone for helping me troubleshoot this thing!
 
Well I definitely don't have your luck. If I have an issue, it's never just the plugs hAha

I got lucky in a way.....had new plugs when I started. Had the issue and never thought one of the new plugs was not firing. So after the headache of all this it was just a plug!!
