98 SPX wont start

Went to the lake and put sea-doos in. My sons 98 SPX800 wont start it just makes this noise like a fan. I think its the starter any way to be sure before I buy a new one? Battery is good and so are the connections. Is it hard to change? I hope i can do it with out taking off carbs. Any help would be great.

Well I found the problem. When I pulled the starter out the shaft was broken in 2. Never seen that before
