98 SPX Fuel Flooding

New to the forum with a likely old question.

My 98 SPX runs great...on the trailer. But I can tow it half a mile to the ramp and it's very hard to start and there is a heavy fuel smell in the hull. It actually seems as though the carbs are flooded. If I get it started, it runs great. However, when I stop to fuel it, it acts flooded again and I cannot get it started until I change or clean the plugs.

Also, if I leave it in the water overnight, the hull fills with water, about 4" worth. If it starts that morning, it doesn't take long to get that out. But getting it started is tough.

Ideas? Suggestions?

leaky needles. Take carbs apart and inspect the n/s assy. As for water, inspect the carbon ring area for cracks/chips, if anything, undo the clamp on accordian boot at back, and push forward, smash'n the ring into steel collar more.
