When you say right locations. What do you mean? How's that tested?

I'm going to send you some contact information, I think a phone call would help you while you're working through some of the tests to make sure your getting them down pat and moving on to other area's in the correct order. There's nothing anyone can keep posting back that's not right there in the manual but I understand that might as well be a foreign language to some people not accustomed to working from them. ~You have a PM.
 
Pulled it all apart today and did all the test although this time used a different gauge so I could see the lower pressure better. When testing the pulse on each by 10 seconds they are both down to 0. It seems like when they're pumped to 4, Immediately, it slowly starts dropping. Other test were fine including the fuel tank vent. Sounds like I'm in the market for two new pumps.

I know, I'm sorry I clean it out and it just fill's right back up most days. ~So your pressure test results were conclusive to the extent that those diaphragms are leaking and that's going to be your issue. Update. Got the two new fuel pumps df62-702's and capped off one of the outlets. The engine that sputtered and tried to start now starts. The other seems to still not be getting fuel as the plugs are dry after three start attempts 5-10 seconds each with choke applied. Same situation with the filter also very little fuel in it and it was almost full when hooked up. Any ideas?
