98 Sea doo Gtx rfi won’t go past 5 mph

Hey guys newbie here, just bought a 98 gtx rfi a a month ago, previous owner had it sitting for a little over a year an decided to sell it because, I bought a new battery, starter, top end done cleaned the injectors, emptied the gas tank cause fuel sat for almost 2 years. Took it to the water and it won’t go past 5 mph, I have no clue what it could be. Does anyone have any suggestions

rpms go all the way up outside of the water, when in the water it doesn’t
