I tested the battery and it is good. When I put the key on it beeps twice. It will only turn over once or twice max and its slow. After it cranks I have to pull the key and put it back on for power to try again and it will just keep doing the same. I pulled the spark plugs and it will crank over fast. Once I reinstalled the pulgs it will just crank slow once. Any idea what it could be?

The fact that it cranks over fast when the plugs are pulled could be due to the lack of compression on the cylinders. When your plugs are in, you have compression. The good news is that if it does crank over fast without plugs then you shouldn't be dealing with any kind of seizure issue.

I think one of the electrical gurus are gonna have to chime in here. In my opinion based on the symptoms it sounds like your battery. I know it tested okay, but seems to suffer under load. By pulling the key and reinserting it, you are just allowing enough time for your battery to recover enough to give you a couple of cranks.

yah, check all connects around battery and starter. If good, and still turns slow, jump from ur vehicle, without it running, see if it kicks good then....

you can boost with the car as long as it is not running, never start the car while the cables are attached to the seadoo battery

i wouldnt jump it with a car since most cars have 500-600 amps and pwc batteries have 200-300. you can use an other pwc or atv. if your not carefull you could burn up the regulator and/or mpem.
your starter is most likely just worn out and week, if the battery test good.

Voltage over amperage?.....

I have to disagree with you on the amps Scot.....the problem with blowing rectifiers and mpems is backfeeding the charging current from a running vehicle while jump starting.

I did research on this same subject several months ago and that was the conclusion I came to (there is a sticky in the forum somewhere on it).

While there is a difference in CCA's between a car's battery and a PWC, there is no lasting affect on a temporary jump from a non running vehicle or one of the battery boost packs you can buy at WalMart. Cold cranking amps are determined by the amount of compression and engine has and how many amps at 12 vdc it will take to overcome that compression with a 12 volt starter.
