97 Speedster locked up

I can't turn the starboard engine. Ran fine last week for a while and then seemed to lose power and couldn't get it over 3000 rpm. I checked the impeler and didn't see anything obvious there. Thought I might have a carb problem. Broke the carb down and cleaned the fuel filter/basket. Its been sitting a week and now I can't turn the engine at all. Try spinning the harmonic balancer both ways and it seems locked tight. I look in the impeler shaft again and there are two small white pieces of plastic sticking out right where the impeller shaft enters the hull. Too small to grab with anything. Has something broken loose in there? I've looked at the schematics but can't figure out what that is that could be binding it up. How do I get at that? Have to remove the boot and outside jet or can I get to that from the inside? Port engine is running fine.
 
Update

I've removed the outside housing. The 2 pieces of plastic appear to be part of a plastic sleeve around the impeller shaft. Doesn't look like they are binding anything the shaft is clean. Took out the plugs. Still can't turn shaft. What's the next move - PB blaster in the spark plug holes or remove the head?

Still can't believe it locked up in one week. Seems like it would need to sit longer for corrosion to set in.
