97 gsx will not start with key but on solenoid

hi all, man this site is the best, i have learned so much but still im stumped. my key will not beep at all. i have read one forum and saw how to test the connection and i have 0 ohms everywhere on the safety switch. it acts like it will not see the key! i can hit the started button 4 times and i get one short beep and one long beep, with or without the key. the guy i bought the boat from said that was the original key for the boat. i can jump it off the starter solenoid and it turns over so that makes me think it is the key and i am going to have to get a new one programmed for 65 bucks. any suggestions? all of my electronics work fine, the trim and everything with or without the key, the gauges stay on for 33 seconds and then off. its a 97 gsx 787 engine, when i got the boat it had no starter solenoid and no coil or battery, all the electrics were there though. i have replaced all the missing pieces and bought a book on the boat. i have gotten so close and this key thing is kicking my butt. any help would be awesome. thanks guys
 
update

well i tried another seadoo key and still nothing. no beeps at all and i should hear one long beep right? i hear nothing unless i hit the starter button about 4 times, then there is a short and long beep. my book does not go in depth on the safety lanyard. what do i need to do? i will not recognize any key i put on it. i tested this as well.
Engine Start / Stop Switch
Switch condition can be checked with an ohmmeter.
Disconnect the YELLOW / RED wire in the electrical
box. Connect test probes to YELLOW / RED
wire and to ground near solenoid.
Measure resistance, it must be an open circuit
(switch is normally open). Depress and hold
switch, the ohmmeter should read close to 0
ohm.
Safety Lanyard Switch
Disconnect the BLACK and BLACK / YELLOW
wires in the electrical box. Using an ohmmeter,
connect test probes to switch wires.
Measure resistance, it must be close to 0 ohm
when cap is over switch and an open circuit when
removed.
everything is fine, 0 ohm just like stated, i cleaned all the terminals and key post with soapy water, all my fuses are good too.

hey karl are there any good sites where i might be able to purchase mods for my 440? she is bone stock except for hydra turf and freestyle bars. i found a place in az. that can do a 92 hammer conversion or a sleeper conversion for around 500 bucks, they say they will port the jet as well. any suggestions would be awesome. also i am having trouble getting it to idle. full throttle is fine but no idle. i mean it rides great, i keep the lil guy pinned 99% of the time anyways...haha, thanks man
