96xp hard starting backfires wont run in water

Hi I have a 96 xp That I rebuilt and now it wont run right. It's hard to start I have to choke the hell out of it and it will backfire through the carbs I let off the starter hit it again and starts. It wont start in the water at all. I've been throught the carbs checked the rv timing many times checked the wodruff key. Ran the fuel line straight to the carbs I'm at a loss for ideas?
 
I did and it's in spec I'm going to get someone with fresh eye's to check the rv timing. I'm beginning to doubt my skills
 
Definitely sounds like a rotary valve issue to me. Either timed incorrectly or excessive clearance. What is the compression?

That's almost perfect right?
The valve it self is at 62-63 closing 65 being spec.
 
Gas is fresh and the raves are moving up and down.
Would grinding too much off the raves do this? I think the guy l had do got too happy and took to much off.

Matt you just nailed it god dam it.
Can I just turn them around and be good ?Ive had the engine out twice checking for air leaks and pounding my head against the wall. At least I know I was considering a priest or Viking furnal.
 
I got some new rings and c clips
A quick hone new gaskets and she runs like a dream. About done
With break in.
