96 XP start issues

The xp has been sitting for 2 years and now when I put the dess key on the post the gauges and lights will come on for a couple seconds and then go off. I can also hear a click in the electrical box when this happens. I can short across the solenoid and the starter will engage. I've also changed the post with a new one and no change. The lanyard was under dirty water the whole 2 years in the hull. Could the lanyard be the problem?
