You mentioned the carbs were rebuilt but were Genuine Mikuni Carb Kits used. The aftermarket kits will make your ski perform as you are describing.
I have a 1997 GTI that the throttle was like an off/on switch. Just tore the carb apart and guess what, junk aftermarket kit in there. Oh, the PO told me the carb was rebuilt.
You're better off leaving the carb(s) alone rather than using the non Mikuni kits. People use these because they are like one quarter the cost of genuine Mikuni kits and then wonder why their ski is running terrible.
