'96 gtx tops out at 5500 RPMs

I bought this ski running, but did not test on water. Had the fuel tank drained, lines replaced, carbs rebuilt, new plugs and filters, and exhaust leak repaired. Accelerates well up to 5000-5500 rpm, then fluxs like it is governed. Compression test has front cyl at 160 and back cyl at 140. Rave shafts move freely, but inside housing of back rave was wet. Disconnected the rectifier, but no luck. Front plug fouled out with only one hour riding time. Please help.
 
clip plug wires, and install new plugs. 160psi, could be from excessive oil in chamber, causing the plug to foul, plus with oil in chamber, gives a false compression reading.
 
Thanks for the advise. Is there a trick to getting the boot off? My plug bends ninety degrees at the boot, and with the spot tie removed boot will not slide. Thanks
 
yea

just pull, hard, inside it looks like COAX wire (cable TV)... I cut off a 1/4" looks better now, jammed it in, zip tied it... still can't break 6,200 RPM on mine... but good luck to you.
