96 challenger will only start after spark plugs have been taken out

Hello I have a 96 challenger with a 787 in it which will only roll over when the spark plugs are out , otherwise it just clicks and will not start. If I take the spark plugs out then roll it over then put them back in it will start perfectly once and that’s it. The starter has been rebuilt and it has a brand new battery any advice as to what the problem might be and how to resolve it would be greatly appreciated thank you .
 
Over the years... I've seen a bunch of new batteries that were bad. SO... start with putting a meter on the battery, and try to crank. If it's not staying above 10.6 V... then it's not up to par.

If it is... then touch the power cables. See if they are getting warm. Sometimes they decay internally. I would also lift the cable connections... clean the terminals... and bolt them back down.

Now... with what you are saying... pull the plugs, spin it over, and put them back in... I'm guessing that something went wrong with the rebuild. The comm may be burnt, or have a broken plate... OR... you didn't clean between the copper plates during the rebuild. (shorting between)
