95 Speedster Low Compression

Well yet another problem with this boat. I had recently rebuilt one of the 657x engines in the boat, put it back in and it runs.
Now I went to check the compression on my rebuilt engine.
When I say rebuilt I mean I replaced the (pto) Jug and cylinder entirely.
Now the old (mag) jug and cylinder are around 125psi with my old crappy tester and the newly rebuilt cylinder (pto) is reading about 30psi.
What is wrong with this thing!?!?!
I had taken it out on the water and My rebuilt engine ran great then rpms dropped and doesnt want to start again.
And the old engine runs fine but will not go past 3000rpm without sputtering out.
 
Okay well I tore down the low cylinder and found that I had blown out the top o-ring seal for the jug. I dont know how that could have happened as it is a brand new seal from sbt. I retested for compression and I am now getting 145psi. Any idea on why that seal would have blown like that?
