2009 wake pro 215 stuck engine

I recently received. A 2009 sea-doo wake pro 215. It’s been sitting for about 5 years. I changed the oil new battery and plugs. When I go to start it I just get one large clunk and then nothing. Is the engine seized or maybe the starter how can I check.
 
I would think fuel is probably bad.
I would disconnect battery, pull plugs, fog lube cylinders,
and try to rotate by hand, although I am not exactly sure how to do that.

Thanks, I’ll pull the jet pump next. The fuel is drained it was before it was put away. Maybe the jet pump is seezed
 
Jet pump was seized. Working on rebuilding that now. But I tried to turn the driveshaft by hand and it won’t turn I put on blaster in the spark plug holes and am letting that soak for a few days and I’ll try again
