2008 Challenger 180 Steering Wheel wont turn

As title says steering wheel will not turn left or right. Disconnected cable from the the pump and it turned freely. Am i correct in thinking it needs a new cable or would there be anything else binding up the wheel? It has 5 hours on it but sat in my buddies yard for years.
 
If you disconnected the cable from the pump and the steering wheel moves freely with the cable going in and out easily, your pump steering nozzle is locked up. If you mean the pump nozzle moves freely, then the next step is to disconnect the cable at steering wheel and then see if the steering wheel moves freely.

Yeah i didnt word it right. The nozzle moves free when disconnected. Already took cable off helm and wheel moves freely. New cable going in.
