2006 BRP learning key/safety mode issue?

A friend has a 2006 BRP sea doo and the last couple days it's been used the thing won't go over 40 to 45 mph. It has most of the get up and go/acceleration it's always had but won't go top speed. Would this be a 'check the fuses' issue? Maybe something with the learning key/limp mode or could it be a fouled plug? I don't know anything about jetskis and was just wondering if anyone has had problems like this before.
He is using the right key, boat just seems like it's set to 'learning' mode. Any ideas on way's to trouble shoot it?
