2005 sportster le wont rev past 4000 rpm

hi . i've got a 2005 sportster le ,951 engine everything works great but will not rev pass 4000 rpm.worked fine last time it was in water 7000 rpm no issue great boat.
but now it seems like pass half throttle there's nothing happening .(no codes) no issues .
has anyone had this issue?

If its a DI..usually its the fuel pump

yes it's a DI.
It has plenty of power just suddenly just stops reving higher no matter if its slow throttle or fast throttle.
I will check the fuel pressure tomorrow .Readings should be 27 psi static and 107 psi running does that sound right?
