2004 speedster 160 drainhole under hood

Hello. I'm hoping someone with a speedster 160 or SK can answer a question for me. There is a channel I can see under the back of the hood when I'm standing behind my boat. It has always had water sitting in it and stays kind of dirty. When cleaning the boat, I've hosed it out and I end up just hosing the dirty water away and the clean water replaces it. Today I noticed there was a drain hole and thought it must be clogged. I sprayed some compressed air into the drain and the water drained into the bildge area. I then was looking inside the engine compartment wondering if there was a drain hose that had cleared. All I see is a hole in the fiberglass. I'm wondering if there was a removable plug that I blew out or the hole is supposed to be open and was just clogged. I see the hood has a seal to keep water out so I'm now worried leaving that hole open may allow too much water into the bilge when water washes onto the back of the boat. I dont see anything there on the parts diagrams. Does anyone know if there is supposed to be anything in that hole? Also I was looking at my bilge pump. I see 3 wires. I'm assuming that is because there is a float switch. I dont see a float switch and this appears to be an original bilge pump connected to a factory wire connection. The pump does come on when I turn on the switch. Does anyone know if the pump has an internal float that will cycle it with the switch off? In that case, the switch would be like an emergency overide if the float is not working. I plan to add some water to the bilge to test it tomorrow. Thank you for any help!
