2003 speedster 240 Efi fuel pressure

Hey guys, I have a 2003 seadoo speedster with an M2 v6 efi, when taking fuel pressure reading on test port, is that reading before the fuel regulator or after the regulator? While boat is running I have about 35 PSI. Manual says 41-45 psi to the injectors and that the electric pump is capable of 90psi. Any thoughts????? Is my pump weak or is that normal? Also, when I shut engine down, PSI drops to 10 pretty quick???
