2003 seadoo sportster le engine trouble

The problem I am having is the boat starts fine and runs fine at low speeds around 10 mph. When I go to speed up the engine will hesitate and skip like it has no power. It will also smoke more than usual. Also I have noticed when the boat is idling it tends to race up and down a little bit. It has a rotax 951cc 2 stroke engine. I have replaced the plugs and drained the gas and put in high test gas. when I rev the engine up to 6000 rpm it sounds like it is skipping and losing power. I cannot get the boat to go above 15 mph. any advice would be helpful. Thanks

I'm no expert, but I have noticed that you haven't gotten an answer.

I would try to clean the Rave valves. That's what I would try to do.

Also do a search on 951 engines and their problems. They were more common in the skis and most of the information is over there.
