2003 Seadoo GTI LE No power

I have a 2003 Seadoo GTI LE that I am not getting any power. Have checked all fuses on mpem and at relay in back power box. Continuity on dess post with/without key. I bought another factory mpem with matching key from eBay.

Have ground at mpem plug but no power. Should I have 12v at the connector?

I have 12v on black/purple wire for relay with and without key. Would that be relay?

Any other suggestions on what to check.
 
I do not know a lot about your ski but I took a quick look at the schematic in the 2003 service manual. There is a cut-off relay in the rear electrical box. You said you checked that the 15A fuse on that cut-off relay was OK. It looks to me like that cut-off relay should supply 12V to the MPEM on the red/purple wire that goes to pin 1-26 of the MPEM when the key is on the DESS post. You should also get 2 beeps when placing the key on the post. If you do not get the 2 beeps and you know the beeper works then you should probably check the DESS post and key according to the manual. Even if the beeper does not work you should probably get 12V on the red/purple wire that goes to pin 1-26 of the MPEM and if not check the DESS post and key according to the manual. There is probably a static test for the cut-off relay itself in the manual but you should hear/feel it click when the key is placed on the DESS post.

From what I can tell there is a black/purple wire that controls the cutoff relay at the back that has a constant 12v until key is placed on post then it switches the 12v to the red/purple to power MPEM. If I ground the black/purple it switches relay and powers MPEM and I get the 2 beeps and will start but followed by 3 short beeps afterwards. Going to swap dess post with my other ski today to see if it’s dess post
