2003 Seadoo GTI LE carburetor flooding?

I have a 2003 Seadoo GTI LE that when you first put in the water takes off and rides and preforms as it should. But after a little while it tries to choke down. And for the rest of the day acts like the carburetor is flooded. Extremely hard to crank and wants to choke right out. Rebuilt carburetor and it did the same thing. So, I bought a brand new carburetor and it did the exact same thing. Don't know what to do now. Any suggestions?
 
It was a mikuni rebuild kit that I bought off Amazon. I thought when it was doing the same thing after I built it that maybe I made a mistake some where. So I ordered a brand new carburetor. And it did same thing with new carb. I set the screws like that were on the original carb. I'm lost. I have no idea what else could be the problem
 
Try opening the fuel cap, the check valve could be stuck and creating a vacuum.
If it runs fine at first then the carb should be fine.
Also try running with the seat off, if you have an exhaust leak it will choke out due to lack of oxygen.
