2002 rfi tops at 41 mph

I noticed this morning the red caps on my rave valves are screwed down about a quater inch. I read the manual the other night and I'm pretty sure the manual said for the rfi to be flush

i dont think that would have anything to do with your issue as it just changes when the raves open power band. i had mine screwed in like yours and ran at 6750 rpm

The rave caps should only affect midrange not to top rpm. On my rxdi the are screwed in most of the way too.

So I figured out the issue and the machine is topping at 48 right now. Proally due to the wear ring and impeller. But I'll be changing them this winter. So the issue I found was a little tube had fallen off a solenoid looking thing on the left side of the hull under the front seat. Looks like it may control the raves or something like that. My rpm's are pretty high now. 6800-6900 is that normal for a 787?

yep rpm's are good and if it's at 48 mph, then yes have a good look at the wear ring and impeller.
 
I had a similar issue with a DI and found it had a hairline crack in the line running to the RAV valve.

It was out of eyesight. I found it when I was running my fingers along the lines.

My .02. Or 03 CDN.

Plus my speedo was off by about 7 mph as well!
