2001 utopia not turning right.

Hello all,
New to the boat world and new here. My boat doesn't turn right at high speeds but does at low. Does the steering cable need to be changed or can the current one be fixed? I did mess with the pump a bit trying to pull a rope out and since then it hasn't turned right properly.

Two common issues.
1). A clip holding the cable has come off and the housing and inner cable flew rather than move the nozzle.

2). The inner housing is corroded and broken. So the inner core can push but can't pull.

Pretty sure this will be one of the issue. I have seen where a retaining nut (part that holds the cable to the bolt) has broken and or loosened and cause a poor steering issue.
 
So I checked it and what I see is the sleeve moves freely and cable is exposed. Does this mean it's a clip that went loose?

The sleeve should not move. Do more digging and hope you find a broken mounting clip.

If the sleeve was rigid, then your steering would be good.
 
The sleeve that is out close to the nozzle should be attached to the fixed jacket close to the mount. Basically... the cable is broken and needs replaced.
