2001 GTX - heads twisted off intake grate bolts

I bought a 2001 GTX from a guy. The intake grate was not there, and 3 of the 4 intake grate bolt heads were twisted off. A 4th wasn't there (back) because the brass colored insert in the plastic wasn't there.
What are the two front bolts threaded into? They are siezed BIG TIME into the fiberglass hull or whatever they are threaded into.
How do I get them out?

they are or were stainless 10mm... i'd suggest a small drill bit

they make easy out kits, but these are some small screws...

But thanks for the reply squirrel. Actually it was when I had broke off an easy out in the hole I had started in one that got me looking for a better answer.
Thanks also to "chester" for the best help on this, that he posted many months ago. He said they have "lock nuts" inside the engine compartment, and they did.
The front 2 bolts holding the intake grate on go all the way through the hull. But the hull had a threaded metal insert embedded into it as well. So the bolts DO thread into the hull, but once throught the hull, they put a nylock nut (not "lock nuts"). (No wonder all you can do is twist off the heads if you don't remove the nylock nut first).
That is covered with a glob of rubbery stuff, apparently as a sealant. Just grab the rubbery glob and pull it off. It was all under the coupling area at the back of the motor.
Once I knew that, it was a relief. Just held the bolt with a vice grip and backed off the nylock nut. Then, ran a couple nuts (6mm) onto the stud and lock them together so I could turn the stud in the direction that allowed me to remove the remnant from the underside of the boat (after unlocking and removing the nuts). If I had known about the nylock nut inside from the start, I may have been able to just turn the nylock nut inside CCW to remove what was left of the stud that way.
