2001 GTI cylinder compression

My GTI has a hard time idleing and sometimes difficult to start. Cleaned carb,filter,new gas but still has difficulty. When I finally get it going it runs great at higher speeds. Finally took it in and they tell me 1 cylinder shows 25 psi compression and the other 140 psi. With those values how can my ski still obtain 40-45mph. Dealer wants to open the block starting at $250. Can't believe it!!!. Still think its a carb/fuel issue. New plugs installed as well. Any ideas. Thank you Dubojet
