2000 Sportster 210hp Won't plane. Stumped.

Hi.
Thought I'd check in for a little help I'm having with a new-to me 2000 sportster 1800 with a 210hp carb motor. Boat starts and idles fine. I hear the fuel pump when I turn the key on.No surging or missing. No Cavitation. When I bring the throttle up, rpms run to 4K and won't quite plane. Fresh fuel, new charged battery, compression is 125lbs X 5, 1 at 120lbs. Stator/red wires test 30V cranking, 100V at idle. Coils are o.k. Fuel pressure/volume OK. Mech. told me to choke it for a second while in this condition and see what happens. Nothing did. As a matter of fact, even at idle, nothing happens when I choke it. I'm pushing the key in for choke. Where should I go from here? Guessing carbs? I'd appreciate any help at all.
 
have you checked the wear ring? it sounds like you are saying the engine is running fine? or are you saying you can't get the RPMs up all the way ( I don't know what your engine goes up to)?
