2000 GTX RFI Possibly Low AC Stator Voltage

Hello all, I've been trying to fix the charging system on my 2000 GTX RFI for a couple years and was looking for a bit of advice.

The voltage has never read more than 12.x volts at the battery. I've replaced the regulator twice, however without luck (once with nicer OSD one and once with cheap just to see). I tested all three again and one regulator reads high at 20 volts, and the other 2 read low at 5v, dipping to 0.x under load.

I'm basically trying to determine if I got unlucky and should replace the regulator a third time (I'll probably get the modified 4-tec one from OSD this time) or if the stator is the real problem. All the static stator tests seem to pass, but the AC voltage while running leaves me unsure. I don't have the wiring harness needed to test the voltage directly from the magneto as the manual instructs however.

Static tests:
* 0.3 OHMs resistance across all 3 stator wires (at the regulator)
* No continuity with ground from the same yellow wires
* All the fuses in the front and back box look good

Dynamic tests:
* Someone suggested unplugging the stator while the engine was running and if it keeps running the stator is fine. I don't know the reasoning behind this test but it was fine FWIW.
*** I only read 18-25 VAC on the yellow wires that feed the regulator from idling to revving. I've seen some posts that this is good, but the manual says I should see about 45-70 VAC directly from the regulator. Are these readings low? OR is there that much of a difference by the time it gets to the regulator.

If I had a engine lift and a flywheel puller handy I'd just look at the damn stator, but I'd rather know I'm not wasting my time/money before taking it to a shop.
