1999 GTI issue

Anyone know what could be causing this? Battery is fully charged and a week old. I know it could be the start stop switch but I don’t know how to test that. What else could it be? Thanks!
 
I don't think its the start/stop button. Sounds like the bendix is not engaging. It still could be a weak battery. Or the starter is weak. Or the bendix is sticking.

I would load test the battery at an auto parts store to be sure it is good. If that check out remove the starter and bench test it to be sure the bendix is working properly.

Brand new battery fully charged. At the suggestion of a PWC mechanic in one of the FB groups I pulled plugs out and starter stayed engaged. So more than likely a weak starter.
