1999 gsx rfi starter wont budge

I have a 1999 GSX RFI. I have pretty much determined I have a starter problem, replaced solenoid so was going to remove the starter and check it. I would try to crank by hand but have no idea how (Im a brand new owner). Problem is I have removed the front bolts holding the starter on, 2 - 6mm hex bolts. There was suppose to be a rear bracket but I only see a bolt hole and no bracket. Now the problem: the starter will not move an inch. I can not find another bolt holding it on anywhere but it will not move. Am I missing something.? Has anyone else had this problem? Please help!!
 
I had a terrible time getting starter of my 99 GTX Limited. I just kept putting Kroil oil on it and let it soak 4/5 days. I go out 3-4 times a day and put some on it. I finally with twisting and turning got it to move. The O rings get dried out and make it hard to get them off my motor. Not a fun job on my ski. Not sure how hard it is to get to your starter.
 
I'm a block of wood and dead blow hammer kinda guy. LOL But... gently tap it getting it to move. Penetrating oil and such is also a good idea. I never had one all that tight. I can only imagine what the inside of the flywheel looks like. You might have to clean that up. Good Luck !
 
Try,,,remove pto cover, remove spark plugs,,,try to turn crank as you try to release the starter.,,or and or add "E's" method to the stew.
